ACCNJ Merger Formally Announced to Media

As we were pleased to inform you in Bulletin 31-13, on September 12, 2013, we formally announced the creation of ACCNJ from the merger of AGC of NJ and BCANJ. The formal announcement followed the merger on July 1, 2013, and the establishment of the Board of Trustees on September 5, 2013. We have posted on Hot Topics the media coverage we have received to date. We will continue to keep members updated on coverage through Hot Topics. The bulletin may be found in the members-only section at accnj.org. Promoting Projects Through Labor-Management Cooperatives

As you read in Bulletin 36-13, ACCNJ staff and members sit on the boards of several labor-management cooperatives. These cooperatives have the ability to promote member projects. Governor Signs "Economic Opportunity Act of 2013" Into Law

We were pleased to report in Bulletin 34-13 that, after months of debate, lengthy legislative committee hearings, rounds of amendments, a conditional veto and an intense lobbying effort, Governor Christie signed into law the "Economic Opportunity Act of 2013." Affordable Care Act Minimum Value and Employer Notice

In Bulletin 32-13, we informed you of important issues pertaining to the Affordable Care Act, including the October 1, 2013, deadline by which employers must provide all employees with a notice describing the coverage offered to employees by the employer, as well as the existence of newly created insurance exchanges and related federal tax credits. New OFCCP Rules for Federal Contractors

In late August, the Office of Federal Contract Compliance Programs (OFCCP) issued final rules that revise the nondiscrimination and affirmative action regulations. The new rules, effective March 24, 2014, unless a written plan is already in place, require federal contractors in the construction industry to practice significantly higher levels of reporting, records management and data analysis as they hire veterans and people with disabilities. The rule also establishes hiring benchmarks for veterans for the first time, and sets an "aspirational" goal of 7% for hiring disabled people. The rules for non-compliance did not change. AGC of America Resources

Multiemployer Pension Plan Issues

In Bulletin 30-13, we provided information about AGC of America's efforts in developing legislation that will resolve some of the most pressing issues for contractors in multiemployer pension plan funding. As we told you in the bulletin, ACCNJ has pledged financial support to AGC of America for their work in advancing this legislation. AGC Submits Comments to Federal Highway Administration re Buy America

On September 9, 2013, AGC sent a letter of support to the FHWA, citing the administration's existing policy of granting a general waiver from Buy America for manufactured products other than steel and iron as being reasonable, in the public interest, in the interest of domestic manufacturers, and serving to speed up project delivery. The letter also supports the FHWA's policy on minimal use of foreign steel not exceeding one-tenth of one percent of total contract cost or $2,500, whichever is greater. We announced in Bulletin 33-13 an AGC of America-hosted series of webinars, "Beating the Competition: How to Find & Win Federal Work in Today's Market." The six-part series began on September 25, with segments two weeks apart through November. Members may register at the discounted member rate for the series or for individual webinars. Register Now for Webinar on New OFCCP Rules

As we told you above in Federal News, the Office of Contract Compliance Programs revised its rules for federal contractors, requiring significant changes in hiring and tracking veterans and individuals with disabilities. AGC's webinar on November 7, 2013, will detail the changes in a discussion led by an attorney who co-authored AGC's Affirmative Action Manual for Construction. Construction Safety Courses Scheduled 

Bulletin 35-13 included the October construction safety course schedules for the training centers affiliated with the general construction trades in New Jersey. Registration Open for Pension Funds & Affordable Care Act Program

Members signatory to the Bricklayers, Carpenters, Ironworkers, Laborers or Operating Engineers are invited to attend a special program scheduled for Monday, October 14, 2013, on the state of multi-employer pension plans held by those trades. In addition, The Segal Company will provide an update on the Patient Protection and Affordable Care Act. Registration Open for Coffee Talk with the Port Authority

Members are invited to join us on October 25, 2013, for the next event in the Coffee Talk Series. Bill Baroni, Deputy Director of The Port Authority of New York & New Jersey, will provide an overview of the infrastructure projects in the capital plan.
