In Memoriam:  Archie Ingrassia

With deep regret, we informed you this week of the passing of Archie Ingrassia on Saturday, September 27, 2014. Archie was 75. He was co-owner and vice president of Ingrassia Construction Company, and had served for many years as a trustee on the Building Contractors Association of New Jersey's Board and Industry Advancement Fund. He was also a past president of the Associated Contractors of Essex County. Archie was well-respected by his peers for his integrity and commitment to the building construction industry in New Jersey. Viewing is scheduled at Bailey Funeral Home, 176 Main Street, Peapack NJ 07977, on Friday, October 3, 2014, 4-8 pm, with burial mass at St. Brigid R.C. Church, 129 Main Street, Peapack, on Saturday, October 4, 2014, at 9:30 am. In lieu of flowers, the family requests that you make a donation to your favorite charity in Archie's memory. Our deepest condolences are extended to the Ingrassia family at this difficult time.

Souvenir Journal for December Membership Meeting

As we told you in Bulletin 70-14, ACCNJ will not hold a Gala Dinner Dance this year. However, the Association will still produce a Souvenir Journal so members may continue to show their support, as the journal is a major source of revenue used to provide programs and services. The commemorative year-end journal will be distributed at our Membership Meeting December 9 and mailed to other industry recipients. Important State Activity

ACCNJ Joins ForwardNJ Coalition

As we announced in Bulletin 75-14, the Association has joined an advocacy coalition focused on New Jersey's infrastructure and finding a sustainable solution for the state's Transportation Trust Fund. ForwardNJ is composed of more than 25 state-based organizations, representing a wide array of business, government and labor interests. It's chaired by NJ Chamber of Commerce CEO and President Tom Bracken. For more details, access the bulletin in the members-only section at accnj.org.

Governor Christie Takes Action on Legislation

On September 11, Governor Christie took executive action on a number of construction-related bills. We sent the details to members in Bulletin 73-14, available in the members-only section at accnj.org 

Jamie P. Fox Appointed DOT Commissioner

On September 18, Governor Christie appointed Jamie P. Fox to the role he held 12 years ago. Before becoming Chief of Staff to then-Governor McGreevey in 2003, Mr. Fox served as NJDOT Commissioner in 2002 and 2003. He had also served as the Executive Director of the Democratic Senatorial Campaign Committee from 1999 to 2001. Following his tenure as Chief of Staff he was Deputy Executive Director of the Port Authority from 2004 to 2007 before going to work in the private sector as a consultant.

BPU Appointments

In other Christie appointments, a Republican and a Democrat joined the Board of Public Utilities. Republican Richard Mroz was made President of the BPU, and Assemblyman Upendra Chivukula was made a commissioner. Mr. Mroz served as Chief Counsel, Special Counsel and Authorities Unit Director under Governor Whitman. Most recently he sat on the Board of Directors of the Federal Home Loan Back of New York, and since 2012 was a Commissioner of the Delaware River & Bay Authority (DRBA). Mr. Chivukula, a Democrat and member of the New Jersey General Assembly since 2002, is a former mayor and councilman of Franklin Township in Somerset County. In the General Assembly, he serves as Deputy Speaker, Chair of the Telecommunications & Utilities Committee, Vice Chair of the Homeland Security and State Preparedness Committee and a member of the Transportation, Public Works and Independent Authorities Committee.

Gov. Christie also nominated current BPU Commissioner Joseph Fiordaliso, a Democrat, for a third term. Before joining the Board in 2005, Mr. Fiordaliso was a three-term Livingston Township councilman, Essex County Director of Planning and Economic Development, and a gubernatorial Deputy Chief of Staff. He currently sits on the National Association of Regulatory Utility Commissioners' Committee on Critical Infrastructure and Committee on Electricity and is a member of the Mid-Atlantic Conference of Regulatory Utilities Commissioners.

OSHA Extends Crane Operator Certification Deadline

Published in the Federal Register on September 26, OSHA extended the compliance date for crane operator certification by three years, from November 10 of this year to November 10, 2017. During the extension period, OSHA will address certification by "type and capacity" and employer responsibility in ensuring competent and qualified individuals are operating crane equipment.

AGC Announces National Governor Nominations

Two ACCNJ members have been nominated for Governor of AGC of America representing the State of New Jersey:  Art Corwin of Moretrench America Corp. and Mark Hall of Hall Construction Co. Mr. Corwin is a Trustee on the ACCNJ Board, and Mr. Hall is Chairman of the Board of Trustees. Electronic balloting will begin November 28, 2014.

AGC Re-Launches ConstructionVotes Site

To encourage those in construction to register and then cast a vote, AGC has re-launched its www.ConstructionVotes.com website, stocked with resources to help member company employees navigate the registration and absentee ballot processes, along with tools to locate and contact local officials. Safety Matters

OSHA Announces Final Rule for Severe Injury Reporting

On September 11, OSHA announced its final rule requiring employers to notify OSHA when an employee is killed on the job or suffers a work-related injury that results in hospitalization, amputation or loss of an eye. The rule goes into effect January 1, 2015. For complete details, access Bulletin 76-14 in the members-only section at accnj.org.

BLS Releases Preliminary Work-Place Fatality Rates

The preliminary figures released on September 11 by the Bureau of Labor Statistics show once again that construction accounted for the largest number of deaths of any industry group in 2013. With 796 fatalities, a rate of 9.4 deaths for every 100,000 workers, the rate was down from 2012, when the total was 806 fatalities and a rate of 9.9. The numbers of fatalities for all major race and ethnic groups were lower except for Hispanics, which reflected a 7% increase. The final figures for 2013 will be released in late spring of 2015.

OSHA 30-Hour Construction Safety Course - October 7, 14, 21 & 28 (consecutive Tuesdays)
ACCNJ will host this class at the Association office in Edison. The course will cover OSHA policies, procedures and standards, as well as construction safety and health principles. For full details and to register, access Bulletin 65-14 in the members-only section at accnj.org.

OSHA 10-Hour Construction Certificate Program - October 10 & 17
The Northern New Jersey Federal Safety & Health Council and the Atlantic OSHA Training Center will offer this class at the PSE&G Conference Center, 234 Pierson Avenue, Edison, 9 am to 3:30 pm. Intended for entry-level workers, the program trains workers and employers on the recognition, avoidance, abatement and prevention of safety and health hazards in the workplace. The New Jersey Asphalt Pavement Association and the Asphalt Institute invite ACCNJ members to attend a day-long seminar, "Principles of Quality Hot Mix Asphalt Pavement Construction," on December 9, 7:30 am to 5 pm, at the Hotel Woodbridge at Metro Park, 120 Wood Avenue South, Iselin. Designed for engineers, inspectors, technicians and contractors, the workshop is geared for the technician level and as a basic refresher course for the practicing engineer.
