Kevin Duncan Headlines ACCNJ Membership Meeting with Presentation of Prevailing Wage Study

At the ACCNJ Membership Meeting on March 15 at the Doubletree in Eatontown, guest speaker Kevin Duncan presented his study, "The Economic, Fiscal and Social Impacts of State Prevailing Wage Laws: Choosing Between the High Road and the Low Road in the Construction Industry." More than 100 ACCNJ members, labor partners and legislators listened as Duncan, a professor at Colorado State University-Pueblo, reviewed what happens in states that have repealed or weakened their prevailing wage laws as opposed to those states that have strengthened or expanded the laws. His research revealed that serious, peer-reviewed studies indicate construction costs do not increase with prevailing wages, and that prevailing wages have a positive impact on local economy and on the individual income of construction workers, which in turn results in less reliance on public assistance and social services. ACCNJ Member Wins 2016 Alliant Build America Award

Gilbane Building Company received a 2016 Alliant Build America Award in the Building Renovation $10 Million to $199 Million Category for Kings Theatre in Brooklyn. We extend our congratulations to Gilbane and will include a photo and complete details in the Fall 2016 issue of New Jersey Construction magazine.

OSHA Releases Final Silica Rule

As we told you in Bulletin 34-16, OSHA released its final silica rule on March 24, effective June 23, 2016. Construction contractors have one year from the effective date to comply. However, many of the requirements in the new federal rule are already part of New Jersey's silica law. For details, access the bulletin in the members-only section at

School Construction Referenda Results

In Bulletin 30-16, we distributed the results of the school construction special elections on March 8, 2016. With 13 school districts in seven counties seeking funding for construction projects, approximately 50% of the requested $252.8 million was approved by voters. 2016 ACCNJ Scholarship Program Launched

In Bulletin 26-16, we announced the launch of the 2016 ACCNJ Scholarship Foundation Program. Intent to Participate forms are due Friday, April 1, and completed applications must be received by April 22, 2016. OSHA Releases Results Following First Year of Injury-Reporting Requirement

OSHA announced in March that during the first full year of the administration's new injury-reporting requirement, the rule had "met its intended goals of helping OSHA focus resources where they are most needed," helping employers identify and mitigate or eliminate hazards.
