Operating Engineers: Wages & Fringe Benefits

In Bulletin 100-14, we released the latest wage and fringe benefits packages for Building and Heavy/Highway Operating Engineers, Local 825, effective January 1, 2015. Active Members may download or view the bulletin in the members-only section at

Operating Engineers: Drug Testing Program

Operating Engineers, Local 825 has contracted with new ACCNJ member Clarity Testing Services to administer the Local's Drug Testing Program beginning January 1, 2015. The program includes pre-employment/union entry, RANDOM, post-accident and reasonable-cause drug testing. The RANDOM component will test 50% of the membership each year. Signatory contractors were provided with information on the program from ACCNJ and Clarity Testing Services.

Ironworkers:  Wages & Fringe Benefits

Laborers: New Address

On December 10, 2014, we issued an email announcing the new office location for LIUNA Local 78. The new address:  11-17 43rd Avenue, Long Island City NY 11101. Phone (212.227.4803) and fax (212.406.1800) remain the same.

Laborers: Upcoming Negotiations

The Heavy/Highway Laborers 472 and 172 agreement expires February 28, 2015. Formal negotiations with the Laborers will commence shortly. Bargaining rights authorization forms were sent to Active Members in December requesting they assign their bargaining rights to ACCNJ if they hire the trade. We will keep you informed of any developments.

Teamsters: Upcoming Negotiations

The collective bargaining agreements with the Teamsters Local No. 331 and Local No. 676 expire on April 30, 2015. Formal negotiations will commence in the near future. Active Members were asked to complete and return their assignment of bargaining rights.

Hiring Our Heroes Virtual Job Fairs

In Bulletin 98-14, we told you of the US Chamber of Commerce virtual job fair on December 9 for recovering warriors and caregivers. We have received notice of the next virtual event, scheduled for January 8. The Chamber's Virtual Job Scout brings all the benefits of a live fair to those who can't make it to traditional fairs. Job seekers and employers can connect in real time, no matter their physical location. President Signs Spending Bill With Multi-Employer Pension Provisions

In Bulletin 99-14, we reported President Barack Obama signed into law a $1.1 trillion US government spending bill on December 16, 2014, that included provisions designed to boost the health of multi-employer pension plans. As you know, AGC of America worked tirelessly to craft, promote and advance legislation to maintain plan solvency and protect multi-employer participants. Public-Private Partnership Legislation Advances in NJ

ACCNJ has begun to advance legislation authorizing P3s within the public works arena. S-2489 was released from its Senate committee assignment and subsequently voted out of the full Senate in mid-December. While continuing to protect the New Jersey contractor base and the industry's interests, the bill is structured as a five-year pilot program with strong contractor prequalifications and protections. The measure has the potential to create a wide range of construction project opportunities through the use of P3s.

State and Federal Transportation Funding Initiatives

ACCNJ continues to work through ForwardNJ and with our industry colleagues to advocate for the replenishing of the Transportation Trust Fund in a sustainable, constitutionally dedicated fashion. We are also conducting individual outreach to key legislators to address the impact TTF funding and infrastructure investment have on New Jersey's economy, particularly as it relates to attracting and keeping businesses here. The objective is to get ideas into legislation and eventually law. We continually address the consequences of inaction. To date, ForwardNJ has meet with several editorial boards across the state and has presented our concerns at more than 40 transportation-related events.

On the federal side, a temporary action in the summer of 2014 ensured our country's highway and mass transit programs, projects and systems will operate and function properly through May 2015. AGC of America and ACCNJ continue to advocate for a long-term federal highway funding solution with Senate and House leaders and our Congressional delegation in New Jersey.

Permit Extension Act Becomes Law

The ACCNJ-supported bill extends permits granted by state, regional, county and municipal agencies for an additional one year. The bill was signed into law by Gov. Christie during the Legislature's holiday break.


REMINDER - OSHA Reporting Rule In Effect January 1, 2015

As we notified you in Bulletin 76-14, OSHA's new rule requiring employers to notify OSHA when an employee is killed on the job or suffers a work-related injury requiring hospitalization, amputation or loss of an eye goes into effect January 1, 2015. The Fall 2014 issue of ACCNJ's New Jersey Construction magazine was distributed to members early in December, featuring the "Work in Process" as the state's construction industry slowly recovers from the Great Recession. The magazine is posted on under Communications & Publications.

52nd Annual New Jersey Concrete Awards

Nominations for the 52nd Annual New Jersey Concrete Awards, sponsored by the New Jersey Concrete and Aggregate Association and the New Jersey Chapter of the American Concrete Institute, will be accepted until January 16, 2015. Noteworthy projects completed during 2014 that highlight the successful application of concrete may be nominated for consideration. Any individual or firm may nominate a project. NJBIA New Good Neighbor Awards

The New Jersey Business and Industry's 2015 New Good Neighbor Awards are open for nominations through February 2, 2015. New, renovated or expanded plants, office and commercial buildings, and retail centers are eligible for nomination by any official who works for a federal, state, county or local government entity, or is involved in economic development activity, or by a local chamber of commerce or industrial development association. Corporations, builders, contractors and architects may not nominate but may ask their local public officials or chamber of commerce representative to make a nomination.
