ACCNJ's March Membership Meeting

The Association invites members to attend the ACCNJ March Membership Meeting on Tuesday, March 11, 2014, beginning at 5:30 pm at the Doubletree Hotel, Tinton Falls-Eatontown. Brian Deery, Senior Director, Highway & Transportation Division at AGC of America, will join us for a discussion on the regulatory issue of Disadvantaged Business Enterprises (DBEs). Mr. Deery will provide an update on active rulemaking proposals, present a detailed overview of DBE programs, further expound on AGC's efforts to halt regulatory action, and make himself available to answer member questions.

In addition, Associate Members have been invited to participate in table-top displays during the cocktail hour.

Labor Information Online

Labor Information Reference Binder

With Bulletin 11-14, we sent Active Members a new Labor Information Binder that includes reference information for both building and highway contractors. The information contained in the Labor Binder is also available in the members-only section at accnj.org. Active Members may obtain additional copies of the binder by emailing pbattaglino@accnj.org.

New Jersey Building Laborers Agreement

In Bulletin 12-14, we informed members that a copy of the collective bargaining agreement with the New Jersey Building Laborers, effective May 1, 2013 - April 30, 2016, is available in the members-only section at accnj.org. If you would like a printed copy of the agreement, please access the bulletin and submit the request form.

New Jersey Construction & General Laborers Wages

In Bulletin 17-14, we distributed the wage and fringe benefit information for the New Jersey Construction & General Laborers, Local Nos. 172 & 472, and Asphalt Laborers, Local No. 172. These pages replace the previous ones in the Labor Information Reference Binder, and can also be found in the members-only section at accnj.org.

FASB Disclosure

In Bulletin 20-14, we sent Active Members an addendum to the FASB Plan Disclosure information issued in Bulletin 03-14. This latest information pertains to the Teamsters Pension Funds and the I.U. Pension Fund for the Bricklayers and Allied Craftworkers, Local No. 2. The bulletin can be accessed in the members-only section at accnj.org.

2014 ACCNJ Scholarship Foundation

In Bulletin 21-14, we were pleased to announce the 2014 ACCNJ Scholarship Foundation, an exciting scholarship program created by merging the BCANJ Presidents' Scholarship Fund and the AGC of NJ Scholarship Foundation. Accompanying the bulletin is a brochure with complete details on eligibility and application requirements. The bulletin can be accessed in the members-only section at accnj.org.

Important State Activity

Governor Announces Proposed FY2015 Budget

On February 25, 2014, Governor Christie delivered his FY2015 budget address to a joint session of the NJ Legislature. Overall, the Governor's budget provides $34.4 billion in spending for the upcoming fiscal year, which starts on July 1, 2014. We outlined the highlights of the proposed budget in Bulletin 18-14, which can be found in the members-only section at accnj.org.

Port Authority's Capital Plan Approved

On February 4, 2014, the Port Authority of New York and New Jersey released a 10-year, $27.6 billion capital plan that focuses approximately 46% of the monies on repair and upgrade of existing infrastructure. Another $1 billion is slated for post-Sandy repair, mitigation and resiliency work. The Port Authority Board approved the plan, which spans 2014 through 2023, on February 19.

State Agency Appointments

Governor Christie has made the following appointments in state agencies and authorities in the past two months:

  • William T. Mullen, Board of Directors, Casino Reinvestment Development Authority
  • Fred B. Dumont, Board of Directors, NJ Economic Development Authority

AGC of America Resources  

AGC Update on Pension Plan Reform

In Bulletin 15-14, we distributed AGC of America's update on its efforts in developing a legislative solution to address issues in funding multiemployer pension plans. We encourage members to read the update and the opinion piece co-authored by Stephen Sandherr, CEO of AGC of America, and Sean McGarvey, President of the Building and Construction Trades Department of the AFL-CIO. Safety Matters

NJ Work Zone Safety Excellence Awards

In Bulletin 16-14, Active Members received information about the New Jersey Work Zone Safety Excellence Awards, which recognize effective temporary traffic control in planned work zones on New Jersey roadways. Deadline for entries is March 13, 2014, 5 pm. For complete details, access the bulletin in the members-only section at accnj.org.

OSHA Notes

  • Crane Operator Certification. On February 10, OSHA proposed extending the compliance date for crane operator certification by three years, from November 10, 2014, to November 10, 2017. The postponement is in response to industry dispute of OSHA's interpretation of "qualified." During the postponement period, OSHA intends to publish a separate proposal that spells out qualifications for crane operator safety.
  • Comment Period Ends for Injury-Tracking Rule. The comment period on the proposed workplace injury and illness tracking rule ends on Monday, March 10, 2014, a two-day extension from the original date of March 8, a Saturday. ACCNJ will submit formal comments on the record-keeping regulation, which would require the electronic submission of injury and illness information already required under OSHA's current regulations, as you know. We have concerns about the public dissemination of this electronically submitted information.  Comments may be submitted to www.regulations.gov.

Construction Safety Courses at Training Centers

As we reminded Active Members in Bulletin 19-14, the training centers affiliated with the general construction trades offer the OSHA 30-Hour Construction Safety Course, First Aid/CPR, HazMat and other industry-related programs on a regular basis for their members. A synopsis of safety classes available for March was attached with the bulletin, available in the members-only section at accnj.org.

LAST CALL:  New Jersey Construction Magazine - May Issue

In January, we sent members information about advertising and marketing opportunities in the next issue of New Jersey Construction, scheduled for distribution in May. We encourage members to send news about important events, contract awards, interesting projects, personnel changes and participation in charitable activities. 51st Annual NJ Concrete Awards Dinner

ACCNJ members are invited to join industry colleagues at the 51st Annual New Jersey Concrete Awards Dinner on Thursday, May 8, 2014, at The Heldrich, 10 Livingston Avenue, New Brunswick. Cocktail hour begins at 5:30 pm. This year, the dinner program recognizes the concrete industry's outstanding projects of 2013 and honors Antonio Vazquez, Sr., and Dianne Johnston. March Membership Meeting

As we mentioned above, the March Membership Meeting is scheduled for Tuesday, March 11, 2014, at the Doubletree in Tinton Falls-Eatontown. Please refer to Bulletin 13-14 for details and the registration form in the members-only section at accnj.org.

BIM Unit 4 and BIM Testing

In Bulletin 57-13 we distributed information and registration for BIM Unit 4, "BIM Process, Adoption and Integration," scheduled for Friday, March 21, 2014. The class is one full day at the Association office. We recommend early registration, as classes fill quickly and are limited to the first 20 registrants. To register, access the bulletin in the members-only section at accnj.org.

In addition, ACCNJ will offer BIM testing on April 10, 2014. Register for testing through the AGC of America website at www.agc.org.

Emerald Financial Seminar Rescheduled

Originally scheduled for February, ACCNJ member Emerald Financial will host a realBUSINESS (sm) seminar on Tuesday, April 22, 2014, 8:00 to 10:00 a.m. at the Association office in Edison. Over breakfast, the Construction Advisory Team at Emerald Financial will address these important questions: 

--What is the plan for my business when I retire?
--Can my business continue in the event of my or my partner's untimely death or disability?
--Have I done everything I can to attract and retain my key employees?
--Have I given sufficient thought to who is the right successor to my business?
--Do I understand the importance of knowing what my business is worth?
